Ratings are stated as what applies, never as a specific approval number. A Miami-Dade NOA or a Florida Product Approval is issued against a tested assembly at a specific size, it goes on your permit, and the licensed contractor who pulls that permit is the one who puts it there. A number printed on a website proves nothing about the door on your opening.
The test is the thing worth understanding. Impact rating means the assembly was hit with a projectile and then cycled under pressure to see whether the breach opened up. Wind rating alone does not include that, which is why a door can be genuinely wind rated and still not be acceptable in the HVHZ.
The reason the code cares is what happens after a breach. A garage door is the largest opening in most houses. If it fails in a storm the pressure gets inside, and the way houses fail after that is the roof, not the door. The door is being protected because the house is.
Which rating your address needs is not a preference. It is set by where you are, confirmed at the permit stage, and the approval number for the exact assembly and size goes on that permit. Will an impact-rated door get me an insurance discount?
It can, and the rule catches people out: the wind mitigation credit for opening protection is generally all or nothing.
